Under the Leadership of Pastor Pedro G Rosales
Expanding to Bicol Region, Philippines and Abroad
PREAMBLE
WE, the members and leaders of the All Through Christ Missionary Movement (ATCMM), raised up in the Northeastern Masbate Association of Churches (NEMAC) District under the spiritual guidance and leadership of Pastor Pedro G Rosales — an ordained Pastor and Minister of the Gospel duly recognized by the Central Visayan Conference of the Seventh-day Adventist Church — moved by the Great Commission of our Lord Jesus Christ, and fully aligned with the Fundamental Beliefs and mission of the Seventh-day Adventist Church, do hereby adopt this Charter to govern the establishment, operation and expansion of Creation Sabbath Fellowship (CSF) Care Groups.
Recognizing the divine call to transform homes into mission bases, proclaim the truths of Creation and the Seventh-day Sabbath, engage in holistic community service, and raise fruitful disciples who carry the Gospel to every people and place, we establish this framework that shall guide our work from NEMAC District across the entire Bicol Region, throughout the Philippines, and to the farthest frontiers of the world.
ARTICLE I: NAME AND IDENTITY
1.1 Official Name
Creation Sabbath Fellowship (CSF) Care Groups – a ministry arm of the All Through Christ Missionary Movement (ATCMM)
1.2 Affiliation & Alignment
- Aligned with H4J – The Homes for Jesus Network of Global Frontiers Institute
- Recognized as an official outreach ministry of the Seventh-day Adventist Church, working in unity with local churches, missions and conference leadership
- Rooted in the “All Through Christ” thrust: that all growth, service and mission is empowered by the grace and strength of Jesus Christ
1.3 Origin
Pioneered in NEMAC District, Bicol Region, under the initiative of Pastor Pedro G Rosales, who serves as the District Pastor of Northeastern Masbate Association of Churches (NEMAC) District, and is an ordained Pastor and Minister of the Gospel from the Central Visayan Conference of the Seventh-day Adventist Church.
ARTICLE II: VISION, MISSION AND CORE PURPOSE
2.1 Vision
A vibrant movement of Christ-centered communities established in every city, municipality and barangay, where families worship God in truth, keep holy the Sabbath, care for His creation, and fulfill the Great Commission to the ends of the earth.
2.2 Mission
To systematically form and activate CSF Care Groups through Online Formation and Onsite Activation, serving as channels of Adventist Mission and community outreach, growing believers from new converts to mature, fruitful disciples who glorify God and multiply His kingdom.
2.3 Core Purpose
- Proclaim the everlasting Gospel, including the distinctive Adventist truths of Creation, Seventh-day Sabbath and stewardship
- Transform ordinary homes into centers of spiritual life, fellowship and mission
- Serve communities through holistic care, outreach and social action
- Multiply leaders and groups to reach unreached areas and people groups
ARTICLE III: GUIDING PRINCIPLES
- Biblical Foundation: All activities are rooted in Scripture, especially Matthew 28:18-20, Genesis 1-2, Acts 1:8 and Hebrews 10:24-25
- Doctrinal Integrity: Fully aligned with the Fundamental Beliefs of the Seventh-day Adventist Church
- Christ-Centeredness: Jesus is recognized as Creator, Redeemer, Lord and Sustainer of all ministry
- Holistic Mission: Balances worship, discipleship, care, creation stewardship and evangelism
- Reproducing Culture: Committed to making disciples who make more disciples, and leaders who raise more leaders
- Contextualized Outreach: Adapted to local culture and needs while preserving biblical truth
- Unity in Mission: Working together in the spirit of “Sharing Jesus Together as One”
ARTICLE IV: OPERATIONAL FRAMEWORK
SECTION 1: KEY PRECURSORS
Before launching in any area, the following shall be secured:
- Spiritual alignment and endorsement from local church and mission leadership
- Trained core team oriented on ATCMM vision, CSF framework and Adventist doctrines
- Contextualized learning materials, communication systems and tracking tools for online and onsite engagement
SECTION 2: THREE CORE PROCESSES
A. Awareness Dissemination
- Online Channels: Webinars, social media campaigns, virtual info sessions, testimonies and doctrine-based content
- Onsite Channels: House-to-house visitation, church announcements, community events, posters and brochures
- Core Message: CSF Care Groups are Adventist-based communities for spiritual growth, Sabbath worship, service and mission.
B. Involvement Registration
- Accomplishment of official registration forms
- Orientation on vision, values, commitments and structure
- Grouping into small units of 8-12 members, assigned to trained leaders
- Recording in centralized database per area

SECTION 3: TWO IMPLEMENTATION PHASES
Phase 1: Online Formation
- Systematic equipping of members and leaders through virtual classes, Bible studies and fellowship
- Core Modules: Christ as Creator & Lord, Seventh-day Sabbath Truth, Creation Stewardship, Discipleship, Adventist Mission, Leadership Skills
- Goal: Build strong spiritual foundation and prepare for active onsite involvement
Phase 2: Onsite Activation
- Regular gathering of groups in host homes or community centers, especially on Sabbath days
- Core Activities: Sabbath Worship & Celebration, Care & Discipleship Ministry, Creation Stewardship Projects, Adventist Mission & Community Outreach
- Goal: Translate faith into tangible service and witness
ARTICLE V: SCOPE OF OPERATION
The CSF Care Groups shall be established in the following priority areas, expanding progressively:
- Level 1: NEMAC District (Northeastern Masbate Association of Churches)
- Level 2: All districts and provinces of the entire Bicol Region
- Level 3: Every city and municipality throughout the Philippines
- Level 4: All nations and territories abroad
ARTICLE VI: OFFICIAL CALL TO ADOPTION
Pastor Pedro G Rosales, in his capacity as District Pastor of NEMAC District and ordained Minister of the Gospel of the Central Visayan Conference, hereby extends a unified call to:
✅ All District Pastors within the territory of the Central Visayan Conference;
✅ All fellow Pastors, Leaders and Mission Workers abroad;
To formally adopt and implement this Charter in their respective districts and territories. This call is issued in the Spirit and Power of “Sharing Jesus Together as One”, as we labor together under the banner of The All Through Christ Missionary Movement (ATCMM), for the systematic online formation and onsite activation of Creation Sabbath Fellowship (CSF) Care Groups, to hasten the proclamation of the Gospel and grow fruitful disciples unto the glory of God.
ARTICLE VII: GOVERNANCE AND LEADERSHIP
7.1 General Oversight
All CSF Care Groups are under the overall leadership and direction of Pastor Pedro G Rosales, Movement Leader of All Through Christ Missionary Movement (ATCMM).
7.2 Area Leadership Structure
- Movement Leadership: Sets vision, policies and overall direction
- Regional/District Coordinators: Oversees implementation in assigned areas
- Local Group Leaders: Handles day-to-day activities of each CSF Care Group
7.3 Accountability
All leaders and members shall align with the doctrines, policies and mission of ATCMM and the Seventh-day Adventist Church, and submit regular reports for monitoring and evaluation.
ARTICLE VIII: EFFECTIVITY
This Charter shall take effect upon approval, and shall be binding on all CSF Care Groups established under the All Through Christ Missionary Movement, as we work together to fulfill God’s mission, to the glory of God alone.
