This Proposed Charter establishes the framework for SHARE JESUS 2026-2029, a comprehensive three-year evangelism program that integrates the divine mandate of The Great Commission with the foundational structure of Creation Sabbath Fellowship (CSF) Care Groups. Spearheaded in NEMAC District by LIGHTSTONE MISSIONARY SOCIETY, a local action unit of SPARKLE ATOMS, and operating under the spiritual leadership of Pastor Pedro G. Rosales, this program aims to systematically engage communities (initially in Masbate Province, expanding annually) in holistic evangelism, discipleship, and outreach.

It leverages both online formation and onsite activation through Neighborhood Bible Hour (NBH) and Progressive Classes to grow fruitful disciples for the glory of God and in anticipation of His soon return. This Charter is designed to foster a healthy, growing church environment that naturally cultivates fruitful disciple-making, while speaking in unity with the world church through OneVoice27.


I. PREAMBLE & BIBLICAL FOUNDATION

We affirm that this Charter, and the “Share Jesus 2026-2029” program it governs, is established in loving response to God the Father’s infinite love and mercy, fully revealed through Jesus Christ’s life, sacrificial death on Calvary, resurrection, ascension, and ongoing heavenly ministry, and in anticipation of His soon return to gather His faithful people into the eternal kingdom.

Grounded in the Holy Scriptures and guided by the mission of the Seventh-day Adventist Church, this Charter provides the Biblical, theological, and operational framework for the online formation and onsite activation of Creation Sabbath Fellowship (CSF) Care Groups as instruments of discipleship, community outreach, and holistic mission. It underscores the belief that a healthy church is a reproducing church, and a reproducing church is centered on intentional, relational disciple-making.

SHARE JESUS 2026-2029 is specifically rooted in:

  • The Gospel of Jesus Christ: Salvation by grace through faith, Christ’s atoning sacrifice, resurrection, heavenly ministry, and promised second coming.
  • The Great Controversy and Restoration: Understanding the cosmic conflict between good and evil and God’s plan for humanity’s restoration.
  • Creation and the Sabbath: Recognizing God as Creator and the Sabbath as His holy memorial and sign of sanctification.
  • The Great Commission: The core mandate to “Go therefore and make disciples of all the nations, baptizing them… teaching them to observe all things that I have commanded you” (Matthew 28:18-20). This is the driving force of “Share Jesus 2026-2029.”
  • The Priesthood of All Believers: Mobilizing every member for ministry, utilizing spiritual gifts for service, fostering a gift-oriented ministry within the church.
  • Unity in Mission: Recognizing the call for the church to speak with clarity and power in the last days, fully aligning with OneVoice27, the official communication initiative of the General Conference of The Seventh-day Adventist Church.

II. AUTHORSHIP, SPIRITUAL LEADERSHIP & ECCLESIASTICAL ALIGNMENT

This program operates under the framework and spiritual oversight of the CSF Care Groups Charter.

Authored by: JOVENMARLO ADAP IMPERIO, Founding Director, Global Frontiers Institute – Center of Excellence in Education and Community Development. This initiative is implemented through the LIGHTSTONE MISSIONARY SOCIETY, a local action unit of SPARKLE ATOMS (The Associated, Trained and Organized Missionary Societies and Support Organizations).

Spiritual Leadership: Under the spiritual leadership of Pastor Pedro G. Rosales (NEMAC District Pastor), and actively supported by all participating District Pastors, along with the direct oversight of their respective Elders’ Councils and local church boards/pastoral staff. This distributed leadership model emphasizes empowering and equipping others for service, as a core tenet of healthy church leadership.

Ecclesiastical Alignment: Operates with the oversight of the Elders’ Council of the Northeastern Masbate Association of Churches (NEMAC District) and in harmony with the doctrines, mission, and organizational structure of the Seventh-day Adventist Church. This program fully embraces and aligns with OneVoice27, the official communication initiative of the General Conference of The Seventh-day Adventist Church, ensuring that our message is presented in unity with the World Church’s vision and strategy. This ensures functional structures that support mission and growth.

Adoption: This Charter is subject to formal adoption and local contextualization by local pastoral staff, elders’ councils, and mission leaders within NEMAC District, other districts of the Central Visayan Conference, and beyond, promoting a collaborative and adaptable approach to church health and growth.

III. PURPOSE AND MISSION

The primary purpose of SHARE JESUS 2026-2029 is to directly fulfill The Great Commission over a three-year strategic period by:

  • Establishing and multiplying Christ-centered CSF Care Groups as the operational units for evangelism and discipleship across expanding territories, actively pursuing biblical reproduction and new church planting.
  • Providing a Biblically grounded structure for discipleship through Neighborhood Bible Hour (NBH) and Progressive Classes, ensuring biblical theology and doctrine are central.
  • Facilitating the seamless integration of online and onsite mission platforms to maximize reach and impact, demonstrating functional structures that support wide-scale evangelism.
  • Mobilizing and empowering all believers within the program’s reach into active participation in gospel ministry (Lay Empowerment), fostering gift-oriented ministry and empowering leadership.
  • Advancing holistic community transformation—spiritual, moral, relational, and physical—reflecting Christ’s total ministry, and practicing need-oriented evangelism.
  • Cultivating passionate spirituality among members, leading to vibrant worship and devoted Christian living.
  • Ensuring that the message is proclaimed clearly and consistently, in harmony with the unified global strategy of OneVoice27.

IV. CORE PRINCIPLES OF OPERATION

SHARE JESUS 2026-2029 will operate according to the following principles, embedded within the CSF Care Groups, designed to ensure a healthy, growing church that fosters fruitful disciple-making:

  • Christ-Centeredness: Jesus Christ as the foundation, message, and ultimate goal of the entire program, ensuring all efforts cultivate passionate spirituality and biblical theology.
  • Biblical Authority: Scripture as the supreme guide in doctrine and practice for all teachings, providing the foundational biblical rooting for disciple-making and church health.
  • Sabbath Faithfulness: Upholding the sanctity of the seventh-day Sabbath in all program activities, reflecting God’s order and promoting a rhythm of spiritual nourishment.
  • Holistic Ministry: Addressing spiritual, physical, mental, and social needs of participants and communities, embodying need-oriented evangelism and a comprehensive approach to discipleship.
  • Relational Discipleship: Fostering genuine, small-group fellowship modeled after the early church, emphasizing loving relationships within the church and serving as the relational foundation for fruitful disciple-making through holistic small groups.
  • Lay Empowerment: Actively mobilizing every believer for mission through training and participation, cultivating gift-oriented ministry and empowering leadership that results in multiplication and pass-on-ability of disciples.
  • Mission Integration: Aligning all efforts with broader Adventist outreach initiatives, the Great Commission mandate, and the global communication strategy of OneVoice27, ensuring intentionality and unity in evangelism.
  • Transformational Focus: Prioritizing genuine spiritual transformation into Christ-likeness over mere numerical growth, embodying a focus on transformation, not just crowds in disciple-making.
  • Sovereignty and Grace of God: Recognizing that all growth and transformation are ultimately by God’s grace and power, cultivating humility and dependence on Him.

V. FRAMEWORK OF ACTION: ONLINE FORMATION & ONSITE ACTIVATION

A. ONLINE FORMATION

Purpose: To prepare, train, connect, and initiate interest digitally, breaking geographical barriers and standardizing instruction, while embodying healthy church principles and unified messaging.

1. Awareness Dissemination (Q1 Focus):

  • Goal: Generate interest and invite participation in NBH and Progressive Classes across targeted territories.
  • Action: Utilize social media, webinars, virtual info sessions to promote “Share Jesus 2026-2029.” All materials, branding, and messaging shall strictly adhere to the standards and vision of OneVoice27 to ensure a consistent global identity. Digital teasers for NBH (e.g., “Discover Hope Online”) and Progressive Classes (e.g., “Deep Dive into Prophecy”). These efforts reflect need-oriented evangelism by reaching out where people are.
  • Tools: Facebook Live, Zoom webinars, Messenger groups, dedicated website/landing page, leveraging functional structures for broad reach.
  • Great Commission Integration: GO and TEACH with One Voice, reflecting the global unity of the remnant church.

2. Involvement Registration (Q2 Focus):

  • Goal: Enroll participants and prospective leaders for online NBH and Progressive Classes.
  • Action: Facilitate online registration, pre-assessment for class placement, virtual orientation for new enrollees and aspiring leaders. This process supports empowering leadership by identifying and training future leaders.
  • Tools: Google Forms, dedicated registration portals, virtual orientation sessions.
  • Great Commission Integration: MAKE DISCIPLES (initial commitment to learning), fostering a personal commitment to discipleship.

3. NBH & Progressive Classes Delivery:

  • NBH Online: Conduct fundamental Bible study series (e.g., “The God Who Cares,” “Keys to Health and Happiness”) via live streaming or pre-recorded modules for widespread access. These courses will carefully present all biblical truths, including the distinctive beliefs of the Seventh-day Adventist Church, acting as a spiritual “Shibboleth” for those seeking deeper commitment, ensuring biblical rooting and biblical theology.
  • Progressive Classes Online: Offer advanced theological training, leadership development, and specific doctrinal studies for deeper discipleship, contributing to passionate spirituality and transformation.
  • Great Commission Integration: TEACH (all things I have commanded), developing a personal commitment to the Word.

4. Online Discipleship & Support:

  • Action: Establish online small groups for discussion, prayer, and accountability. Provide digital mentorship. Train leaders virtually to manage online groups effectively. This builds holistic small groups and fosters loving relationships even in an online setting.
  • Great Commission Integration: MAKE DISCIPLES (nurturing and equipping), focusing on personalization and transformation.

B. ONSITE ACTIVATION

Purpose: To build tangible community, facilitate personal connection, and translate learned principles into real-world application and service within targeted communities, forming healthy local church expressions.

1. NBH Onsite Activation:

  • Goal: Establish community-based entry points for evangelism and basic biblical instruction.
  • Action: Local Care Group Units (CSF Care Groups) host Neighborhood Bible Hours in homes, community centers, or designated spaces. Conduct direct, relational Bible studies focusing on core gospel truths, carefully presenting all biblical truths, including the distinctive beliefs of the Seventh-day Adventist Church. These are foundational to inspiring worship services and need-oriented evangelism.
  • Great Commission Integration: GO to “all nations” (local communities), TEACH basic commands, establishing the relational foundation of disciple-making.

2. Progressive Classes Onsite:

  • Goal:Goal: Provide deeper doctrinal understanding and practical ministry training for committed disciples.
  • Action: For those completing NBH and expressing deeper interest, transition them into onsite Progressive Classes. Focus on Adventist distinctives, church organization, and practical outreach skills (e.g., health evangelism, prison ministry, literature evangelism). This cultivates gift-oriented ministry and empowering leadership.
  • Great Commission Integration: TEACH (all things I have commanded), preparing for BAPTISM and deeper biblical rooting.

3. Holistic Community Engagement:

  • Action: Integrate health seminars, cooking schools, moral recovery programs, and community service projects (e.g., medical missions, feeding programs) within NBH and Progressive Classes activities. These will be contextualized to address specific community challenges, such as prevalent health issues or disaster response needs. This demonstrates need-oriented evangelism and a servant’s heart.
  • Great Commission Integration: HOLISTIC MINISTRY for discipleship, nurturing loving relationships through service.

4. Baptism & Integration:

  • Action: Guide new believers through pre-baptismal classes, facilitate baptismal ceremonies, and integrate new members into local churches and existing CSF Care Groups for ongoing nurture and service. This is a crucial step in biblical reproduction and integrating new members into the community context of the church, ensuring their continued growth in passionate spirituality.
  • Great Commission Integration: BAPTIZING them, welcoming them into the church community.

5. Leadership & Multiplication:

  • Action: Train and commission qualified members from Progressive Classes to become NBH facilitators, CSF Care Group Leaders, and volunteer missionaries. Encourage them to multiply groups. Leaders are encouraged to report stories of transformation back to the central body to be featured through official channels, inspiring others in unity. This embodies empowering leadership, gift-oriented ministry, and the core principle of multiplication and pass-on-ability in disciple-making.
  • Great Commission Integration: MAKE DISCIPLES (who make more disciples), actively pursuing biblical reproduction.

VI. ORGANIZATIONAL STRUCTURE AND RESOURCE MANAGEMENT

SHARE JESUS 2026-2029 operates through a collaborative structure, ensuring alignment and cooperation with existing ecclesiastical bodies to support a healthy, growing church and fruitful disciple-making:

Central Coordinating Body: LIGHTSTONE MISSIONARY SOCIETY (local action unit of SPARKLE ATOMS) – Responsible for overall program direction, curriculum development, resource provision, and reporting. This body will manage the centralized pool of digital and physical resources, ensuring all public materials are aligned with OneVoice27 standards.

Oversight: This body operates under the oversight of The Masbate Province-wide Federation of Seventh-day Adventist Churches and The Central Visayan Conference of The Seventh-day Adventist Church, ensuring ecclesiastical alignment and accountability.

Resource Mobilization: The Lightstone Missionary Society will actively collaborate with the Masbate Province-wide Federation and the Central Visayan Conference to mobilize and manage necessary financial, material, and human resources for program implementation, ensuring transparency and accountability in all resource utilization, supporting the functional structures of the church.

District Level Oversight: District Elders’ Councils of Member Districts of MaProFeSDAC – These councils provide direct spiritual and administrative oversight for all “Share Jesus 2026-2029” activities within their respective districts. They will actively facilitate and promote the program across their churches and communities, embodying empowering leadership and fostering loving relationships at a regional level.

  • Responsibilities: Ensuring doctrinal fidelity (biblical theology), approving local contextualization plans (functional structures), monitoring CSF Care Group activities, receiving reports from Local Care Group Units, and coordinating with Lightstone Missionary Society.
  • Reporting: District Elders’ Councils will report program progress and metrics to their respective Masbate Province-wide Federation leadership and to the Lightstone Missionary Society, ensuring accountability and data-driven decision-making for church health.

Local Care Group Units: Community-based fellowship groups, operating under the direct guidance of their respective local church leadership and District Elders’ Council. These units host NBH and Progressive Classes, serving as the primary context for holistic small groups and relational discipleship.

VII. PROGRAM INTEGRATION

SHARE JESUS 2026-2029 will seamlessly integrate:

  • Moral recovery and lifestyle transformation programs, contributing to transformation, not just crowds.
  • Health education and wellness promotion (e.g., through ADRA, health ministries), addressing needs through holistic ministry and need-oriented evangelism.
  • Discipleship training and leadership development (especially for NBH/Progressive Class facilitators), fostering empowering leadership and multiplication and pass-on-ability.
  • Community outreach and service missions (e.g., through Adventist Community Services), demonstrating a servant’s heart and loving relationships.
  • Global Communication Alignment: Full integration with OneVoice27 (Initiative of the General Conference of The Seventh-day Adventist Church) to ensure that all public messages, media campaigns, and public relations efforts are consistent with the unified voice of the World Church.

These initiatives shall reflect Christ’s ministry of healing, teaching, and restoration, ensuring the holistic development of individuals and communities in the program’s target areas, and contributing to the overall health and growth of the church.

VIII. ANNUAL 4-QUARTER TRAINING & CERTIFICATION FRAMEWORK

This framework ensures a continuous supply of equipped workers for “Share Jesus 2026-2029”, vital for empowering leadership and gift-oriented ministry within a healthy church:

  • Quarter 1: AWARENESS DISSEMINATION (Jan-Mar)
    • Goal: Equip volunteer missionaries to promote NBH and Progressive Classes (online & onsite), activating them in need-oriented evangelism and ensuring all materials align with OneVoice27 standards.
    • Output: CSF Promoter / Volunteer Missionary Badge.
  • Quarter 2: INVOLVEMENT REGISTRATION & GROUP FORMATION (Apr-Jun)
    • Goal: Train aspiring NBH and Progressive Class leaders to organize and establish groups, fostering empowering leadership and preparing for biblical reproduction.
    • Output: CSF Organizer / Assistant Care Group Leader Credential.
  • Quarter 3: MASTERY RECOGNITION & OFFICIAL CERTIFICATION (Jul-Sep)
    • Goal: Assess competence and commission qualified NBH/Progressive Class leaders and missionaries, ensuring gift-oriented ministry and functional structures for leadership.
    • Levels: Active CSF Member, Fruitful Disciple, Certified Care Group Leader, Mission Mobilizer.
  • Quarter 4: ANNUAL REVIEW, THANKSGIVING & YEAR-END CELEBRATION (Oct-Dec)
    • Goal: Evaluate “Share Jesus 2026-2029” program, celebrate success, recognize workers, and plan for the next cycle, contributing to responsive functional structures.
    • Metrics: Annual reports will include specific, measurable metrics such as: number of NBH participants and completions, Progressive Class enrollments and graduations, baptisms, new CSF Care Groups established, volunteer hours contributed, and community impact project outcomes. These metrics will be tracked and reported by LIGHTSTONE Missionary Society and District Elders’ Councils to the overseeing bodies, ensuring accountability and data for church health assessment.

IX. STRATEGIC 3-YEAR EXPANSION PLAN (2026-2029)

SHARE JESUS 2026-2029 will implement a phased expansion strategy, building upon its initial success, demonstrating biblical reproduction and intentionality in growth, while maintaining unity with the global church vision.

  • Year 1: 2026 – FOCUS ON MASBATE PROVINCE-WIDE
    • Goal: Establish a strong foundation for CSF Care Groups, NBH, and Progressive Classes across all districts and churches within the Masbate Province-wide Federation of Seventh-day Adventist Churches (MaProFeSDAC), fostering holistic small groups and relational discipleship at a broad scale.
    • Key Activities: Intensive training and activation of local leaders across Masbate (empowering leadership); establishment of pilot NBH groups in each district (biblical reproduction); initial phase of online formation targeting all of Masbate Province, with direct oversight from respective District Elders’ Councils (functional structures).
    • Expansion Level: Province-wide (Masbate Province-wide Federation of SDA Churches)
  • Year 2: 2027 – EXPANSION TO CENTRAL VISAYAN CONFERENCE
    • Goal: Extend the “Share Jesus” model to all Local Conferences/Missions within the Central Visayan Conference, leveraging trained leaders and successful Masbate experiences, emphasizing multiplication and pass-on-ability.
    • Key Activities: Replication of successful NBH and Progressive Class models (biblical reproduction); cross-conference training and mentorship (empowering leadership); deeper integration with existing Conference initiatives (functional structures); establishing District Elders’ Council level oversight where applicable (ecclesiastical alignment).
    • Expansion Level: Conference-wide (Central Visayan Conference)
  • Year 3: 2028 – REACHING CENTRAL PHILIPPINE UNION CONFERENCE AND BEYOND
    • Goal: Initiate expansion to other Union Conferences within the Central Philippine Union Conference and explore mission opportunities within the Southern Asia Pacific Division and beyond, aiming for widespread biblical reproduction in harmony with global mission goals.
    • Key Activities: Strategic partnerships with other union conferences (functional structures); adaptation of materials for new contexts (need-oriented evangelism); online formation outreach to Southern Asia Pacific Division and beyond (intentionality); exploration of global mission fields; adapting oversight mechanisms for new organizational structures (functional structures).
    • Expansion Level: Union Conference-wide (Central Philippine Union Conference) and initial exploration for Division-wide (Southern Asia Pacific Division and beyond).

X. ESCHATOLOGICAL MANDATE

SHARE JESUS 2026-2029 exists to prepare individuals and communities across its expanding reach for:

  • Faithful Christian living in the last days, cultivating passionate spirituality.
  • Proclamation of the everlasting gospel (Revelation 14:6-12) to all peoples, driving need-oriented evangelism and biblical reproduction, speaking with OneVoice27 as the world church united in mission under the direction of the General Conference of The Seventh-day Adventist Church.
  • Readiness for the soon return of Jesus Christ, rooted in biblical theology.
  • Participation in the eternal kingdom—“the new heaven and the new earth” (Revelation 21:1–4).

XI. DECLARATION

We hereby affirm that SHARE JESUS 2026-2029 represents a Christ-centered, Bible-based, mission-driven program for the advancement of discipleship and community outreach. Through the power of the Holy Spirit, we commit to the faithful implementation of this program for the glory of God and the salvation of humanity, and for the acceleration of the Advent message worldwide.

We pledge to labor in perfect harmony and unity with the World Church, adopting OneVoice27 as our standard of communication, ensuring that as we work locally, we speak the same message of hope and truth globally. All of this contributes to the formation of healthy, growing churches and the multiplication of fruitful disciples.
